Every
employer shall:
" prevent the exposure of his employees to asbestos, where it is
not reasonably practicable to prevent such exposure, reduce to the lowest
level rerasonably practicable the exposure of his employees to asbestos,
by measures other than the use of respiratory protective equipment ...."
